A recent report showed that more homeless families are being placed in
emergency housing than ever.

Emergency housing usually means Bed & Breakfast hotels or places similar. They might get just one room with shared kitchen and bathroom and they may be stuck there for a year or more despite the recommendation being six weeks max.
